Then at the December summit in Brussels, the UK government vetoed a treaty change that would have introduced a commitment to balanced budgets for eurozone countries and a requirement for national governments to submit their budgets to the European Commission for oversight.
At the debate in Strasbourg on 13 December, just a few days after the summit, Commission president Jose Manuel Barroso criticised the UK's actions as a "risk to the integrity of the single market".
But, speaking for the UK Independence Party, Nigel Farage said it was the first step towards the UK leaving the EU.
